The 2025 APEC Small and Medium Enterprises Ministerial Meeting was held in Jeju, Republic of Korea. Ministers responsible for SMEs met to advance policies that support sustainable and inclusive growth for micro, small, and medium enterprises (MSMEs) across the Asia-Pacific region.
MSMEs and APEC’s Long-Term Vision
During the meeting, Ministers reaffirmed their commitment to the APEC Putrajaya Vision 2040 and the Aotearoa Plan of Action. They emphasized the critical role of MSMEs, which represent 97 percent of businesses in the APEC region. Moreover, Ministers recognized previous initiatives, including the Lima Roadmap and the Bangkok Goals, as key foundations for MSME development.
Innovation, Technology, and Enabling Environments
Ministers highlighted innovation and connectivity as central drivers of MSME growth. In particular, they underscored the importance of adopting emerging technologies such as artificial intelligence and digital tools. Sharing best practices on digital infrastructure, cybersecurity, and productivity was encouraged to foster innovation and reduce regulatory and technological barriers.
Additionally, support for startups and entrepreneurship was emphasized. Mentorship programs, business incubation, and government-led initiatives were identified as effective ways to strengthen innovative ecosystems and promote responsible business conduct.
Connectivity, Partnerships, and Global Integration
Ministers recognized that stronger connectivity is essential for MSME resilience and competitiveness. As a result, they encouraged enhanced public-private collaboration and partnerships across supply chains. Improving access to finance, financial education, and responsible financial practices was also highlighted as a priority.
Furthermore, Ministers welcomed the Jeju Initiative. This initiative aims to strengthen connectivity among startups, governments, investors, and incubators, while promoting cross-border cooperation and knowledge sharing across APEC economies.
Looking Ahead
Finally, Ministers expressed appreciation to the Republic of Korea for hosting the meeting. They also looked forward to the next APEC SME Ministerial Meeting, to be held in the People’s Republic of China.
