2025 APEC Commitments on Skills, Employment and Future-Ready Labour Markets
APEC Human Resources Development Ministers met in Jeju, Republic of Korea, for the 7th Ministerial Meeting under the theme “Sustainable Labour Markets and Jobs for the Future” to address rapid labour market changes. Ministers emphasized the need for flexible, inclusive and resilient labour markets that can adapt to technological shifts like automation and AI. They highlighted that labour market systems must respond to structural changes while protecting workers’ rights and social safety nets. In addition, ministers stressed that quality jobs and fair employment practices are essential to ensure prosperity for workers across the Asia-Pacific.
Digitalization and demographic changes, including aging populations and shrinking workforces, were seen as critical drivers shaping future jobs and employment patterns. Ministers agreed that active labour market policies must support skills development aligned with evolving industry needs. They also underscored the importance of reskilling, upskilling and lifelong learning programs that enhance accessibility and prepare workers for new roles. Furthermore, employment services should be technology-driven and targeted to promote high-quality, inclusive employment opportunities.
Participants also focused on widening labour market participation for groups facing greater barriers, such as women, youth, older workers and persons with disabilities. They pointed out the need for policies that promote work-life balance, accessible childcare, and career support services. Meanwhile, strengthening vocational education and training systems was highlighted as a practical way to connect learning pathways with labour market opportunities. Ministers agreed that regional cooperation and sharing best practices are key to enhancing workforce mobility and resilience.
Going forward, APEC economies reaffirmed their commitment to the Putrajaya Vision 2040 and the Aotearoa Plan of Action, aiming to build sustainable, future-ready labour markets across the region. They pledged to work together to create a skilled workforce that can thrive in the face of technological and demographic change. These shared priorities will guide ongoing cooperation and policy coordination to support workers and businesses throughout the Asia-Pacific.
