Innovative financial tools are advancing Cabo Verde’s blue agenda. For example, a debt-for-climate swap with Portugal funds renewable and marine conservation projects. Also, cooperation with global institutions mobilizes expertise and capital at scale.

Blue economy development helps reduce reliance on tourism and imports. Emerging sectors include sustainable aquaculture, maritime logistics, and renewable energy. Furthermore, digital services linked to marine infrastructure can stimulate broader growth.
