The APEC 2025 Food Security Ministerial Meeting, held in Incheon, Republic of Korea, brought together Ministers and senior officials to address shared food security challenges under the theme “Driving Innovation in Agri-food Systems for Shared Prosperity.” Ministers reaffirmed their commitment to APEC’s core policy frameworks, including the Putrajaya Vision 2040, which provides the long-term strategic direction for open, innovative, and sustainable growth; the Aotearoa Plan of Action, which operationalizes that vision through concrete actions and voluntary reporting; the Bangkok Goals on the Bio-Circular-Green Economy, which integrate sustainability into economic development; and the APEC Food Security Roadmap Towards 2030, the sector-specific guide for strengthening food systems across the region.
The statement highlights persistent and emerging threats to food security, such as climate change, extreme weather events, supply-chain disruptions, labor shortages, and rising food prices. In response, Ministers emphasized the central role of science, innovation, and digital technologies (including smart and precision agriculture, data sharing, digital certification, and early-warning systems) to enhance productivity, resilience, and sustainability while reducing food loss and waste in agri-food systems.
Ministers shared the importance of open and resilient trade, public-private partnerships, as well as inclusive participation, ensuring that small producers, rural communities and other vulnerable groups can benefit from innovation and market integration. The meeting also served as a mid-term review of the APEC Food Security Roadmap Towards 2030, allowing economies to share progress and best practices, and concluded with appreciation to the Republic of Korea for hosting and a reaffirmation of continued regional cooperation on food security.
