Refugee participation in higher education remains far below global levels.
The article highlights the persistent gap between refugees and the general population in access to higher education. According to data presented by UNESCO IESALC, refugee enrolment reached 9% in recent years, representing significant progress compared to previous levels. However, this figure remains substantially lower than the global higher education participation rate, which continues to exceed 40%. The findings indicate that access to tertiary education remains one of the major challenges facing displaced populations worldwide.
Recognition of qualifications continues to be a major barrier.
UNESCO IESALC identifies the recognition of academic qualifications as one of the main obstacles limiting refugee participation in higher education. Many displaced students and professionals face difficulties proving previous studies or obtaining recognition of their credentials in host countries. In addition, legal, administrative, and financial barriers often restrict access to universities.
International cooperation is essential to improve educational opportunities.
The article emphasizes the importance of policies and international frameworks that facilitate access to higher education for refugees and displaced persons. UNESCO highlights initiatives related to the recognition of qualifications, student mobility, and cooperation among countries as key mechanisms for reducing inequalities. Furthermore, the organization argues that expanding educational opportunities can contribute to social inclusion, skills development, and stronger integration into host communities, while helping higher education systems become more equitable and inclusive.
