This triangle permanently links the Defense Department, private contractors, and political committees. Lead author Gu Jianyi noted that this cycle drives armament growth completely independent of actual external security pressures. Applying these specific lessons to China requires recognizing a fundamentally different political structure. Under the Communist Party, the People’s Liberation Army (PLA) faces unique institutional challenges. The main risk originates from internal institutional decay rather than external private capital. Analysts warn against the dangerous fragmentation of the military-industrial apparatus into entrenched cliques. Mainland military analyst Song Zhongping emphasized the critical need to prevent these “small circles.” He stated that China must establish robust legal frameworks and stringent internal supervision mechanisms. These strict measures will successfully prevent internal interest groups from taking permanent root.
Anti-Corruption Efforts and Future Innovation
To tackle these severe risks, Beijing launched a sweeping anti-corruption campaign across the PLA. This massive effort successfully brought down high-ranking generals and dismantled corrupt procurement networks. In some notable cases, procurement fraud previously led to the dangerous use of substandard materials. For instance, the heavily impacted rocket force terminated nearly 200 supplier partnerships last year alone. Observers suggest these strict anti-corruption efforts represent a permanent feature to eliminate systemic risks. Furthermore, researchers stress the absolute need for continued independent technological innovation. China must secure self-reliant supply chains and promote technology transfers between military and civilian sectors. This balanced strategy firmly rejects the flawed model of relying on global arms races.
