Chinese Taipei Drives Medical Innovation with Milestone Contribution to APEC Healthcare Sub-Fund

In a decisive move to address pressing demographic shifts and technological gaps across the Asia-Pacific, Chinese Taipei has contributed USD 1.5 million to establish the first-ever APEC healthcare sub-fund. This dedicated mechanism aims to modernize healthcare systems and ensure equitable access to care across member economies.

The official memorandum of understanding (MOU) was signed in Shanghai by Jonathan Chien-Yuan Sun, APEC Senior Official for Chinese Taipei, and Eduardo Pedrosa, Executive Director of the APEC Secretariat, on the sidelines of the Second APEC Senior Officials’ Meeting.

Core Priorities of the New APEC Healthcare Sub-Fund

The creation of the “Sub-fund for the Future of Healthcare” directly addresses the region’s rapidly aging populations and the widening disparities in medical access.

By leveraging this new APEC healthcare sub-fund, member economies can design and implement practical projects targeting several patient-centered priorities:

  • Digital Health and Telemedicine: Expanding remote clinical tools to bridge the gap between patients and providers.
  • Integrated Primary Care: Strengthening community-level medical infrastructure as the first line of defense.
  • Aging and Chronic Disease Research: Developing data-driven policies to manage long-term health trends in older demographics.
  • Emerging Technologies: Deploying Artificial Intelligence (AI) to optimize healthcare delivery, diagnostics, and operational efficiency.

Fostering Public-Private Partnerships for Economic Resilience

The sustainability of these future-ready healthcare systems relies heavily on cross-sector collaboration. The fund places public-private partnerships at its center, bringing together governments, medical industry leaders, research institutions, and civil society to accelerate innovation at scale.

APEC Secretariat Executive Director Eduardo Pedrosa emphasized that the region’s economic future is deeply tied to the health of its aging workforce. Building robust healthcare frameworks that keep older generations active and engaged is essential for the long-term resilience and inclusivity of the APEC economies.

Translating Policy into Tangible Action

Since 2021, APEC has initiated more than 1,400 projects across various sectors to translate high-level ministerial directives into practical benefits for people and businesses. With the launch of this specialized APEC healthcare sub-fund, the forum establishes a concrete platform for capacity-building and policy dialogues, directly preparing the Asia-Pacific region for the medical demands of tomorrow.
