Addis Ababa Establishes Temporary Administration
Ethiopian Prime Minister Abiy Ahmed named a caretaker administration for the northern Tigray region on October 16, following renewed fighting between federal forces and a rebel alliance. The government says the temporary administration will operate for six months and create conditions for regional elections during that period.
Abiy said the authorities would also prioritize damaged infrastructure, political stability and the return of displaced residents. The announcement followed a September offensive led by the Tigray People’s Liberation Front (TPLF), which reignited hostilities in a region still recovering from an earlier war.
The Legacy of the Tigray War
The conflict between 2020 and 2022 killed hundreds of thousands of people and created a severe humanitarian crisis. Despite a peace agreement in 2022, unresolved political disputes and security tensions continued to threaten the region.
During the renewed fighting, Ethiopian federal forces and allied militias have taken control of significant areas, including Mekelle, the regional capital. Approximately 750,000 Tigrayans were still internally displaced as of February 2026, according to the United Nations refugee agency. Communities also face drought and damaged public services.
Risks for the Horn of Africa
The new administration may provide a framework for political stabilization, but organizing credible elections will remain difficult while fighting continues and competing factions contest authority.
The confrontation has also damaged Ethiopia’s relations with Eritrea. Addis Ababa accuses Asmara of supporting the rebels, an accusation Eritrea denies. Ethiopia has made similar allegations involving Egypt and Sudan, which both reject them. These disputes raise the possibility of wider regional instability and make Tigray’s political recovery an international security concern.
