Severe legal and humanitarian findings regarding Russian energy infrastructure attacks Ukraine war crime UN investigations were presented to the UN General Assembly on Monday. The Independent International Commission of Inquiry on Ukraine officially declared that persistent Russian strikes against heating plants, power grids, and gas facilities constitute war crimes and crimes against humanity.
The comprehensive UN report documented repeated waves of drone and missile strikes targeting critical civilian energy infrastructure since autumn 2022. Investigators highlighted that during the severe winter of 2025–2026, when temperatures dropped to -21 °C, millions of Ukrainians endured prolonged outages affecting heating, water, and electricity. Consequently, UN officials concluded that Russian military commanders intentionally targeted facilities essential to civilian survival.
Commission Chair Erik Møse emphasized that as winter approaches again, renewed bombardments threaten civilian health and safety. Despite international legal prohibitions against targeting non-combatant infrastructure, heavy strikes continue across major population centers, including recent casualties reported in Zaporizhzhia.
Beyond infrastructure destruction, the commission accused Russian authorities of human trafficking in connection with recruiting foreign nationals. According to the investigation, men from various developing nations, including India, were coerced or deceived into signing military contracts before being deployed to dangerous frontline positions in Ukraine.
Furthermore, international human rights experts reaffirmed that directing deliberate attacks against non-military targets violates fundamental principles of international humanitarian law. As winter hostilities intensify, the UN commission calls for an immediate cessation of strikes against civilian power grids to prevent further human suffering.
