France’s historic drought is raising serious questions about how the country uses and manages its water. By late September, many waterways were running dangerously low. In mid-September, 62 percent of monitoring points were below their monthly average. Government data showed that the water supply of 1.1 million people was in a “tense situation.” As of September 8, 64,500 people still depended on tanker trucks or bottled water, or faced water cuts.
The speed of these changes is also disrupting existing plans. A very rainy February was followed by a historic drought, showing how quickly conditions can change. Water managers in the Garonne basin faced a difficult choice: how much water to release into the river without exhausting their reserves. They began the summer with more than 72.5 million cubic meters of water. By late July, only around 60 percent remained. Managers reduced support for low water levels, weakening the river and forcing authorities to impose restrictions.
Many officials are calling for improvements to water infrastructure. Plans include modernizing water networks and building storage facilities for agriculture, drinking water, and firefighting. However, the summer of 2026 exposed the limits of these measures, with high evaporation rates affecting water supplies in some areas. The situation could become even more difficult in 2027 if reserves are not replenished.
Other proposals include improving water quality, restoring rivers, and protecting wetlands. Funding, however, remains a major challenge. Water agencies have seen their finances weakened by government withdrawals. The head of Voies navigables de France also pointed to serious problems with funding and governance.
In response, the French government has created two working groups focused on drought adaptation. Their work is expected to be completed by the end of September.
