China's biggest political meetings are taking place this week in Beijing.

What to look out for at this year’s meeting of China’s legislature

Introduction and Context

China’s legislature, the National People’s Congress (NPC), will meet in early March for its annual session that shapes national priorities and policy direction.

Strategic Setting

This session will unveil China’s 15th Five-Year Plan, aiming to project leadership goals for high-tech development through 2030.

This year’s meeting precedes a planned visit by U.S. President Donald Trump, influencing China’s political messaging.

Economic Priorities

Beijing intends to emphasize technology upgrading and economic self-sufficiency as central pillars of future growth.

This plan will likely expand investments in AI, quantum tech, new energy, aviation, and emerging sectors.

Parallel efforts will support “legacy” industries by integrating advanced digital tools to boost productivity.

China also seeks to reduce reliance on foreign tech, especially in semiconductors and critical inputs.

Role of Technology

Technology is seen as both a growth engine and strategic vulnerability amid international competition.

Policy will likely push concrete steps toward innovation in robotics, AI, and energy technology.

New Development Planning Law

The NPC is expected to formalize planning procedures into law, embedding Communist Party authority deeply into policy formulation.

This development could limit independent legislative oversight by requiring party approval at multiple stages.

Legislature’s Evolving Role

The NPC engages in year-round research, discussion, and oversight, not just ceremonial votes during sessions.

Public outreach mechanisms and online comment procedures have expanded in recent years.

Demographic and Social Issues

Pro-natalism is a stated domestic priority, backed by subsidies and incentives to address demographic decline.

Policy debates highlight barriers women face, including workplace discrimination and reproductive rights limitations.

Geopolitical Narrative

State media will contrast China’s order and continuity with perceived U.S. political chaos during Trump’s visit.

China’s leadership aims to showcase unity and strength through the NPC proceedings.
