President Volodymyr Zelensky delivered one of his strongest rejections but a central element in President Donald Trump’s emerging peace proposal. The surrender of Ukrainian territory to Russia. Speaking after meetings with European leaders in London, Zelensky insisted that giving up land violates Ukrainian law, international principles, and moral responsibility. Zelensky reaffirmed that Ukraine will not cede regions such as Donbas under any circumstances. His stance aligns with European positions that allowing Vladimir Putin to redraw borders by force would set a dangerous precedent.
Although Kyiv acknowledges that U.S.-supported negotiations have removed some of the most overtly pro-Russian elements found in earlier drafts, the territorial question remains non-negotiable. Meanwhile, Moscow continues to reject ceasefire lines based on current positions and maintains illegal claims over Ukrainian regions, far exceeding what its troops currently occupy.
Rising Tensions Over Peace Terms

Behind closed doors, some Ukrainian officials still see potential for progress, though the discussions remain complex. The idea of exchanging the Zaporizhzhia nuclear plant and other occupied areas for Ukrainian-held parts of Donetsk was dismissed by Zelensky as unacceptable. Trump has publicly accused Kyiv of dragging its feet, even as Russia has shown little willingness to compromise.
European governments, already alarmed by Trump’s openness to accommodating Putin’s claims, worry that Ukraine’s leverage is shrinking as Russian forces make battlefield gains and Kyiv confronts internal political turmoil. Zelensky’s meetings with British, French, German, and EU leaders underscored a united front. Any peace deal must include strong security guarantees and uphold territorial integrity. NATO and EU officials reiterated support for Ukraine’s defense and reconstruction efforts, including new steps involving immobilized Russian assets.
In contrast to Trump’s pressure campaign, Europe remains firm that sustainable peace cannot be built on rewarding aggression and that Ukraine’s borders are not bargaining chips. Especially as some versions of Trump’s plan would bar Ukraine from joining NATO.
