The 2025 APEC Digital and AI Ministerial Meeting was held in Incheon, Republic of Korea, bringing together Ministers responsible for ICT and digital policy. The meeting focused on advancing digital and artificial intelligence (AI) transformation to support prosperity and sustainable growth for all in the Asia-Pacific region.
Digital and AI Transformation for Sustainable Growth
Ministers reaffirmed their commitment to the APEC Putrajaya Vision 2040, the Aotearoa Plan of Action, and the APEC Internet and Digital Economy Roadmap (AIDER). They recognized that digital technologies, including AI, broadband connectivity, and intelligent networks, are key drivers of economic transformation.
Moreover, Ministers emphasized that digital transformation must be responsible and human-centered. While digital and AI technologies can improve productivity, efficiency, and public services, they should also promote well-being and address risks related to safety, trust, and accessibility.
Innovation and Socio-economic Development
Ministers acknowledged that ICT and digital technologies create new opportunities to address socio-economic challenges. As a result, they encouraged their secure and responsible adoption to strengthen resilience, boost productivity, and support innovative economic pathways.
In addition, cooperation on workforce development, education, and lifelong learning was highlighted as essential. Information sharing on digital and AI policies was encouraged to facilitate regional economic cooperation and cross-border trade.
Digital Connectivity and Inclusion
Ministers underscored the importance of universal and meaningful digital connectivity. Bridging digital divides within and between economies was identified as a priority to ensure inclusive participation in the digital economy.
Furthermore, Ministers emphasized the need for high-quality, affordable, and resilient digital infrastructure. Collaboration between governments and the private sector was encouraged to meet growing data demands in an energy- and resource-efficient manner.
Safe, Secure, and Trusted Digital Ecosystems
The meeting highlighted the importance of safety, security, trust, and reliability in digital and AI ecosystems. Ministers supported robust policy frameworks and risk management strategies to protect individuals and businesses.
They also reaffirmed cooperation on data flows and strengthening trust in digital transactions, recognizing these as key enablers of digital growth.
Ministers welcomed the ongoing work of APEC digital fora and supported continued collaboration to advance AIDER beyond 2025. They also noted progress toward developing an APEC AI initiative and expressed appreciation to the Republic of Korea for hosting the meeting.
