China Expands Foreign Participation in the Telecommunications Sector

Economic liberalization and market opening in the digital era 

China continues to advance the opening of its telecommunications sector by allowing greater participation from foreign-invested enterprises in value-added telecommunications services. According to the Ministry of Industry and Information Technology, 166 foreign-funded companies have received approval to participate in pilot programs since the first batch of authorizations was issued in February 2025. These companies are now permitted to provide services nationwide, including internet data centers, internet access services, and information services. The initiative reflects China’s broader strategy of balancing economic modernization with greater integration into the global economy. As digital technologies become increasingly important to economic growth, the telecommunications sector has emerged as a critical area for attracting foreign investment and promoting innovation

The expansion of market access is rooted in China’s commitment to deepen economic reform and align with international trade and investment standards. The policy builds upon existing measures related to service-sector liberalization, China’s commitments to the World Trade Organization, and regulations established within pilot free trade zones. To facilitate this process, Chinese authorities launched pilot programs in four locations: Beijing, Shanghai, Hainan and Shenzhen. These programs remove restrictions on foreign ownership in selected value-added telecommunications services, allowing foreign firms to participate more directly in China’s rapidly expanding digital economy. 

The reform highlights an important aspect of China’s economic strategy: opening selected sectors to foreign investment while maintaining oversight of industries considered strategically important. Telecommunications infrastructures play a vital role in economic development, technological innovation, and national competitiveness. By expanding access, China seeks to encourage competition, improve service quality, and attract advanced technologies. At the same time, the government continues to manage the pace and scope of liberalization through pilot programs and regulatory supervision. 

This approach reflects a broader trend in international political economy, where states pursue economic openness while preserving control over key sectors related to national development and technological capabilities. 

This illustrates the country’s ongoing efforts to promote economic openness while supporting technological modernization. By allowing greater access to value-added telecommunications services, the government aims to attract investment, foster innovation, and strengthen the digital economy. The initiative also demonstrates how states can pursue market liberalization in a controlled manner while maintaining strategic oversight of key industries.
