Cyprus: Guterres calls for renewed trust and a new meeting on the way forward

The United Nations Security Council voted unanimously to renew the UN peacekeepers DRC mandate, authorizing the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) to continue civilian protection operations. According to official UN News reporting, the resolution highlights urgent security challenges caused by escalating M23 rebel advances and armed group activity across eastern provinces. Consequently, maintaining a peacekeeping presence remains essential for supporting regional stabilization and ensuring unhindered delivery of humanitarian assistance.

Regional Security Posture and Civilian Protection

Rising violence in North Kivu and surrounding regions has displaced hundreds of thousands of civilians, placing extreme strain on local host communities and international aid networks. Security Council members emphasized that peacekeeping forces must maintain active operational coordination with national armed forces to counter non-state armed groups.

“Protecting innocent populations from persistent armed attacks remains the core imperative of our peacekeeping presence in the Congo,” declared United Nations diplomatic representatives.

Specifically, the extended mandate tasks MONUSCO forces with monitoring human rights compliance, supporting judicial accountability, and securing humanitarian transport routes.

Transition Framework and Multilateral Support

Furthermore, the Security Council reiterated that MONUSCO’s eventual withdrawal must remain tied to concrete security benchmarks rather than strict calendar deadlines. Strengthening Congolese state institutions and local law enforcement ensures long-term operational resilience during transition phases.

Therefore, sustained diplomatic cooperation between regional governments remains vital for establishing lasting peace. Moving forward, executing mandate objectives effectively will determine whether stability can be permanently restored across eastern DRC.
