Council decision and mandate
European Union foreign ministers established a new support mission in Lebanon on October 12 to strengthen the country’s armed forces and internal security institutions. The European Union Support Mission in Lebanon, or EUSM Lebanon, has an initial three-year mandate under the Common Security and Defence Policy.
The Council’s decision followed an invitation from Lebanese authorities. The mission will combine civilian and military assistance under one political mandate, with tasks linked to state capacity, territorial control and maritime security.
Training and institutional assistance
The military component will provide advice and training on border surveillance, intelligence and operational coordination. The civilian component will support the Internal Security Forces, including training against cybercrime and smuggling, and assistance with port security governance.
The initiative builds on European planning earlier this year and is intended to complement assistance through the European Peace Facility. Its mandate refers to United Nations Security Council Resolution 1701, and cooperation with the UN and other international partners forms part of the planned approach.
Deployment remains a separate step
Reuters reported that more than ten EU members had indicated willingness to contribute personnel or resources. The proposal developed as European officials examined how stronger Lebanese forces could allow the army to concentrate on disarming Hezbollah.
Establishment does not mean deployment has begun. The Council must take a separate launch decision after operational planning. The timetable also matters because the UN Interim Force in Lebanon is expected to begin a year-long withdrawal after its mandate expires at the end of 2026. The new mission’s announced role centres on institutional support and training.
