The Pioneer Schools program is transforming learning outcomes across Morocco
Morocco has launched an ambitious education reform through its Pioneer Schools initiative, a flagship program designed to improve student learning and classroom practices. Introduced as part of the country’s 2022–2026 education reform roadmap, the program initially reached more than 600 schools during the 2023–2024 academic year. Early assessments revealed significant gains in student achievement, particularly in mathematics and reading, encouraging authorities to expand the initiative nationwide.
Evidence-based teaching methods are improving literacy and numeracy
A key component of the Pioneer Schools model is the use of structured pedagogy and evidence-based instructional practices. Teachers receive specialized training, detailed teaching guides, and ongoing coaching to strengthen classroom instruction. According to the World Bank, students participating in the program achieved learning gains equivalent to approximately two additional years of schooling in mathematics and more than one additional year in reading. These results position the initiative among the most promising education reforms currently underway in the region.
Teacher support and continuous assessment drive educational improvement
The reform places teachers at the center of educational transformation. More than 12,000 teachers and school leaders participated in professional development activities during the first phase of implementation. Regular classroom observations, student assessments, and coaching sessions allow educators to identify learning gaps and adjust instruction accordingly. This continuous improvement approach has strengthened accountability while providing teachers with practical tools to enhance student performance.
Morocco plans to expand the model to thousands of schools
Following the success of the pilot phase, Moroccan authorities announced a major expansion of the program. During the 2024–2025 school year, the Pioneer Schools initiative was extended to more than 2,600 primary schools, benefiting over one million students nationwide. Supported by the World Bank, the reform seeks to scale effective teaching practices across the education system and address longstanding challenges in learning quality. The initiative is increasingly viewed as a model for evidence-based educational reform in the Middle East and North Africa region.
