‘Arbitrary measures’: Lula slams US ‘terror’ designation for Brazil gangs

Brazilian President Luiz Inácio Lula da Silva has strongly condemned a decision by the United States to designate Brazil’s two largest criminal organizations. This being, the Primeiro Comando da Capital (PCC) and the Comando Vermelho (CV), as “specially designated global terrorists.” US Secretary of State Marco Rubio announced the designation, with plans to officially add the gangs to the foreign terrorist organizations list by June 5. 

In a public message, Lula argued that labeling these criminal networks as terrorists is an arbitrary foreign imposition. That conflates profit-driven organized crime with the ideologically, politically, or religiously motivated actions of international terrorism. He warned that this unilateral measure could severely undermine local law enforcement efforts. Furthermore, disrupt the Brazilian economy, and penalize innocent businesses or individuals through US asset freezes and “material support” penalties. Furthermore, Lula expressed grave concern that the classification might serve as a pretext for foreign military intervention. Pointing to recent aggressive US military actions in the Western Hemisphere under President Donald Trump.

In addition, the terror designation has emerged as a major flashpoint in Brazil’s highly competitive October 2026 presidential election. Where Lula is seeking a fourth nonconsecutive term against Senator Flávio Bolsonaro. That is to say, Senator Bolsonaro, the eldest son of imprisoned former President Jair Bolsonaro, recently visited the White House and openly petitioned the Trump administration to issue the terrorist designations against the gangs. Lula sharply criticized the Bolsonaro family for traveling abroad to advocate for foreign intervention. And, attempting to leverage international pressure against the Brazilian government. 

While public safety and security remain dominant campaign issues, Lula pushed back against right-wing allegations that he is soft on crime. By highlighting his administration’s multi-billion-dollar investments in national security, including the “Brazil Against Organized Crime” program. Despite these efforts, the political stakes remain incredibly high. With recent Datafolha polling showing Lula and Flávio Bolsonaro locked in a dead heat, each capturing 45 percent of voter support.

In summary, the US designation of the PCC and CV as global terrorist groups has ignited a sharp sovereignty debate. Moreover, emerged as a central flashpoint in Brazil’s 2026 presidential race. While President Lula rejects the move as an arbitrary foreign overreach that misclassifies organized crime and risks unlawful intervention. His right-wing opponent, Flávio Bolsonaro, has successfully used his ties to the Trump administration to leverage the issue for political gain. With the candidates tied in the polls, this diplomatic tension highlights how deeply international security policies are. In conclusion, intersecting with local public safety fears to shape the future of Brazilian leadership.
