A new Greece asylum proposal EU mass migration surges plan was presented during an interior ministers meeting in Luxembourg on Thursday. Specifically, Greek Migration Minister Thanos Plevris urged the European Union to allow member states to temporarily suspend asylum processing during migration emergencies. He argued that current European rules remain inadequate for managing sudden border crises. For instance, he highlighted the recent migration surge in Spain’s North African enclave of Ceuta. Consequently, several member states signaled support for stricter emergency measures across the bloc.
Emergency Measures and Regional Border Controls
Under the Greek proposal, border surveillance would increase significantly during major arrivals. Furthermore, processing national asylum applications would pause temporarily during these emergency periods. Dutch Migration Minister Bart van den Brink strongly supported this approach. Therefore, he emphasized that massive arrival surges should be treated primarily as border management issues rather than traditional asylum requests.
Meanwhile, Spain estimates that over 72,000 migrants crossed into Ceuta in late July. Although most arrivals returned, roughly 10,000 migrants currently remain in the enclave. Consequently, these numbers have intensified political pressure across European capitals for stricter migration controls.
In addition to border debate, European Commission President Ursula von der Leyen announced upcoming emergency framework rules. These mechanisms will allow member states to respond swiftly to sudden population movements. However, EU Migration Commissioner Magnus Brunner emphasized that fundamental human rights must be protected. Indeed, international law remains a binding obligation for all member states during border security operations.
In addition, interior ministers approved a new regulation permitting return hubs outside the European Union. A coalition including Greece, the Netherlands, Germany, Austria, and Denmark is leading this initiative. Moreover, representatives visited potential host nations like Rwanda in early September. As a result, the group aims to finalize a host country agreement by late 2026, with return transfers beginning in 2027.
